FRA NOI – (AMONGST US). Widespread National reception network to promote better autonomy
The project “FRA NOI. Widespread National reception network to promote better autonomy” is promoted by the Ministry of the Interior – Department for Civil Liberties and Immigration, financed by the Asylum, Migration and Integration Fund (FAMI) and coordinated by the consortium Farsi Prossimo Società Cooperativa Onlus
This project foresees the establishment of a National network to promote better autonomy for the Beneficiaries of International Protection – BIP (Titolari di Protezione Internazionale -TPI). It will allow the various (Italian) territories involved to access a common pool of resources and opportunities aimed at advancing the strategies for a more successful integration of these beneficiaries. By sharing the good practices adopted in the various territories, the aim will be to develop a National network capable of evaluating, monitoring and following up on the levels of autonomy reached by these individuals. Furthermore, it will also implement the personalized approach already in use by the SPRAR system which, by supporting the work of multidisciplinary teams, will strive to increase effectiveness. Creating a widespread organized network, including both public and private authorities already active throughout the territory, will increase efficient use of resources. In addition, the project also aims to promote the synergy necessary to support and optimize the formal and informal relationship between the key actors involved.
The project is aimed at the Beneficiaries of International Protection residing in the SPRARs of the following areas: Trieste and Pordenone (Friuli Venezia Giulia); Milan, Monza, Varese, Malnate, Caronno Pertusella, Lecco, Rho, Rozzano (Lombardy); Savona, Genoa (Liguria); Biella (Piedmont); Rimini, Ravenna (Emilia-Romagna); Ancona (Marche); S. Marina, Roscigno, Polla, Padula, Eboli and Pontecagnano (Campania); S.Nicola dell’Alto and Carfizzi (Calabria); San Chirico Raparo (Basilicata); Trapani, Messina, Catania, Acireale, Marsala, Palermo and Modica (Sicily).
The project will be implemented in 10 Italian regions and will have both public (with the presence of at least one public body) and private partnerships in each territory. It aims to put forth a combined system on a National level which will ensure optimum integration for the BIP. The project will implement a common operational model which may nonetheless, be personalized to each individual’s needs. The effectiveness of the operational model will be constantly monitored, evaluated and, if necessary, redefined. The continuous monitoring of the BIP’s personalized integration paths will bring to light their ability to adhere to these paths in the face of the particular psychological and emotional impact their situation poses. Great attention will be paid to the training of case managers and operators of local multidisciplinary teams who will also be able to count on psychological support strategies under the supervision of IPRS.
In order to aid integration, actions will be taken in the following four areas: 1. Work and training 2. Reception 3. Exchange and training operators 4.Comunication. Each local multidisciplinary team (LMT) will select candidates for the project based on a common set of criteria and in collaboration with the Sprar’s managing public authority. The Case Manager of each LMT will then draw up a personal integration project for the candidates taking into consideration their home and work environment; allocating the most adequate resources for each person.
With these actions in place, it is believed that the candidates will have all the psychological, relational and professional resources necessary to withstand even the inevitable redefinition of their integration paths. With the correct support in fact, they will be able to overcome the difficulties they may encounter thus, avoiding the risk of marginalization which normally such fragile persons are exposed to. Moreover, with correct planning, it is believed that this system may be used on a wider scale (by retraining the operators, offering consistent services on a National level, offering continuity where support for integration paths are concerned and promoting greater coordination among the various services involved).
